The Center Joint Unified School District, in cooperation with the California Department of Health Care Services, has a program to reimburse the district with federal Medicaid dollars for selected health services provided to eligible students at school. Following Local Education Agency rules and guidelines, student records may be forwarded to the district's billing contractor.

Our vendor holds a contract with the district containing a specific confidentiality clause to ensure information is not disclosed inappropriately; our vendor is HIPAA compliant (Federal Health Insurance Portability and Accountability Act). This program will not change school health services currently provided to all students. Students will not be denied services they require to attend school, and parents will never be billed for services by the Center Joint Unified School District.
 

PROGRAM OVERVIEW
The Local Educational Agency Medi-Cal Billing Option Program (LEA BOP) was established in 1993 in collaboration with the California Department of Education (CDE) to fund Healthy Start Programs. It is authorized under California’s Welfare and Institutions Code section 14132.06, and reimbursement is based upon a “fee-for-service” model. The LEA BOP reimburses LEAs (school districts, county offices of education, charter schools, community colleges, and university campuses) for health-related services already provided by qualified health service practitioners to Medi-Cal enrolled students. Eligible services include:

 
• Audiology Services • Orientation and Mobility
• Health and Mental Health Evaluation and Education Assessments • Physical Therapy
• Medical Transportation • Psychology and Counseling
• Nursing Services • School Health Aide Services
• Activities of Daily Living • Speech Therapy
• Nutritional Services • Targeted Case Management
• Occupational Therapy • Respiratory Therapy

GOAL
To allow LEAs to become Medi-Cal providers and bill the LEA BOP for certain health-related assessments and services already provided by qualified health service professionals to Medi-Cal enrolled students.

TARGET POPULATION
Medi-Cal-eligible individuals under 22, primarily attending Public Schools, Charter Schools, Community Colleges, and Universities.
 
WHO PROVIDES SERVICES
The services are delivered through the LEAs. The LEAs either employ practitioners who provide on-site services or use practitioners under contract with the LEA.
 
FUNDING
The LEA BOP is funded with local and federal Title XIX and XXI funds. Claims are filed using the traditional Medi-Cal fee-for-service system through the Department of Health Care Services (DHCS) fiscal intermediary. LEAs pay 100 percent for the services and are reimbursed the maximum federal reimbursement for each service; therefore, this program has no State General Fund expense.
