Preparing Students for the Future
Center Joint Unified School District (CJUSD) serves approximately 4,600 students from TK/kindergarten through 12th grade and strives to provide a high-quality education that prepares students to be college- and job-ready. Teachers and staff strive to deliver rigorous academic programs, personalized instruction, and a variety of extracurricular activities to serve the diverse communities and talents of CJUSD students. CJUSD believes it is important not only to provide excellent educational opportunities for our students but also to create a physically and emotionally safe school environment.
Addressing Aging Schools and Student Enrollment Growth
We’re proud of the high-quality education in CJUSD schools, but our schools are aging and need repairs. Over the past year, CJUSD updated its Facilities Master Plan to prioritize facility needs for our schools. This process included conducting a thorough Needs Assessment of our school facilities and developing a plan to address the needs in our classrooms and on school grounds. This plan is intended to serve as a road map for addressing facility priorities. It includes projects such as replacing aging plumbing and electrical systems, repairing leaky roofs, and helping meet modern school safety and academic standards.
Additionally, CJUSD serves a community in one of California’s fastest-growing regions, and the District is experiencing significant growth in student enrollment. Currently, the District’s student population exceeds the capacity of its existing District-owned permanent school facilities, with approximately 33% of the District’s classrooms being portables. As our school population grows, it will be necessary to upgrade existing campuses, including updating hands-on science and early-career training classrooms, to ensure that all local students continue to receive a high-quality education as our region expands.
Local Funding for School Improvements
On June 17, 2026, the Center Joint Unified School District Board of Trustees unanimously voted to place Measure E, a $197 million school improvement bond measure, on the November 3, 2026, ballot to repair and upgrade our local schools. The measure is projected to cost homeowners approximately $60 per $100,000 assessed (not market) property value while bonds are outstanding. It is projected that the new measure will not increase the current tax rate homeowners are currently paying.
If approved by local voters, Measure E could:
- Repair or replace leaky school roofs, decaying water and sewer pipelines, and failing HVAC systems
- Improve school and student safety and security with safer pickup and drop-off areas, modernized door locks, and security cameras
- Replace portable classrooms that have exceeded their usable lifespans
- Update hands-on science and early job training classrooms
- Help prepare the District for the growing student population
Mandatory Fiscal Accountability
Funding from Measure E requires strict fiscal provisions, including:
- All funds generated by Measure E must be used to repair and improve Center Joint Unified School District classrooms and facilities
- No funds can be taken away by the State or used for other purposes, including administrators’ salaries or pensions
- A detailed project list showing how funds are expected to be used
- An independent Citizens’ Oversight Committee and annual audits
